Job Description

Do you want to use your programme management skills to make a lasting difference in Cambodian communities? WaterAid Cambodia is seeking a passionate, dedicated, and experienced Programme Officer to join our team in Phnom Penh. This is a vital role responsible for supporting the effective implementation of our Water, Sanitation, and Hygiene (WASH) projects, which are delivered through our local implementing partners.

The Programme Officer will be the key link between WaterAid and our partners in the field, ensuring the quality, timeliness, and sustainability of our interventions. You will play a crucial role in monitoring project progress, providing technical support, and building the capacity of our partners. This is a hands-on position that combines office-based planning and reporting with regular field travel. What You Will Do

  • Actively support the day-to-day planning, implementation, and monitoring of our Water, Sanitation, and Hygiene (WASH) projects in target provinces.
  • Work in close collaboration with our local implementing partner organisations, providing them with essential technical guidance and capacity-building support.
  • Conduct regular field visits to project sites to track progress against work plans, identify potential challenges, and ensure the high quality of our work.
  • Play a key role in the development of high-quality project reports, annual work plans, and budgets in collaboration with the Programme Manager.

Key Responsibilities

  • Assist the Programme Manager in the day-to-day management of the full project cycle, from planning and implementation to monitoring and reporting.
  • Develop and maintain strong, collaborative, and professional working relationships with our local NGO partners, community leaders, and relevant government stakeholders.
  • Co-organize and facilitate capacity-building workshops, trainings, and review meetings for partners and community members.
  • Systematically collect and analyze project data in line with our Monitoring, Evaluation, and Learning (MEL) framework.
  • Ensure that all project activities are implemented in an inclusive and equitable manner, with a strong focus on gender and disability inclusion.
  • Contribute to the writing of timely and accurate donor reports, case studies, and other essential project documentation.

Required Skills

  • Strong project management, planning, and organisational skills.
  • Excellent communication, interpersonal, facilitation, and relationship-building skills.
  • A solid understanding of the challenges, opportunities, and context of rural development in Cambodia.
  • The ability to work both independently with minimal supervision and collaboratively as a proactive member of a multicultural team.
  • High proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Preferred Qualifications

  • A Bachelor's degree in a relevant field such as Development Studies, Public Health, Social Sciences, Rural Development, or Civil Engineering is required.
  • A minimum of 3-5 years of professional, hands-on experience in project implementation and monitoring, preferably with an NGO and within the WASH sector.
  • Complete fluency in both English and Khmer (written and spoken) is an essential requirement for this role.
  • This position is designated for Cambodian nationals.
